Hogan Lovells to lead Investment Research Review

London, 9 March 2023 – Financial services regulatory partner Rachel Kent has been appointed by HM Treasury to Chair the Investment Research Review (IRR), announced today.

The Government has launched this independent review of investment research and its contribution to the competitiveness of the UK’s capital markets as part of a package of reforms (known as the Edinburgh Reforms) announced in December 2022. The Edinburgh Reforms, in response to the 2021 UK Listings Review, provide a framework for the government’s ambitions for the UK to be the world’s most innovative and competitive global financial centre.

The IRR will evaluate investment research provision in the UK and its impact on the attractiveness of the UK as a destination to list, as well as provide recommendations to improve the UK market for investment research. 

Rachel Kent said: “The UK is well established as one of the world’s largest financial services hubs, with its prosperous capital markets key to maintaining this position. The UK’s invaluable investment research market changed profoundly with the implementation of MiFID II and unbundling rules in 2018. Now that the dust has settled, and against a post-Brexit, post-Pandemic backdrop, the Investment Research Review presents real opportunity to understand, engage, and act to ensure an enabling regulatory framework and the UK’s ability to compete globally to attract companies to list and to expand, particularly in the technology and life sciences & healthcare sectors.”

Rachel was deputy chair of the Policy and Regulation chapter of HM Treasury’s FinTech Strategic Review (FSR) commissioned by Ron Kalifa and published in 2021, and serves as Chair of the International Regulatory Strategy Group (IRSG) UK Regulation Working Group on international access and competitiveness. She has been the lead author of a number of their reports on post Brexit regulatory reform. Hogan Lovells, led by Rachel, is main legal advisor on financial services to HM Treasury, including legal adviser on the Independent panel on Ringfencing.
