Allan Holder provides practical guidance to cutting-edge technology and telecommunications companies to help them navigate through evolving legal, policy, and regulatory landscapes.
He advises clients on an array of federal and state regulatory issues regarding wireless licensing, internet and technology policy, radiofrequency (RF) spectrum policy, privacy and data protection, and online content moderation. Allan’s portfolio of matters also includes children’s online safety, experimental licensing, earth and space station licensing, and digital accessibility.
Allan began his Hogan Lovells career as a summer associate in 2020. When he joined the firm, Allan brought with him more than four years of experience in operations at technology startups. While in law school, he honed his leadership and writing skills as Senior Online Content Editor of the Berkeley Technology Law Journal and gained valuable experience as a student advocate for the Samuelson Law, Technology, and Public Policy Clinic.

Advises a major technology company on cutting-edge issues involving content moderation as well as U.S., U.K., European, and Brazilian data protection requirements.
Assists a major wireless carrier with developing a variety of advocacy materials for policymakers on Capitol Hill and at the Federal Communications Commission (FCC).
