Sao Tome and Principe: Threshold Country

A team from the Earth Institute and Hogan & Hartson LLP, working pro bono, assisted São Tomé and Príncipe in its year-long effort to develop and enact a new international standard for transparency and control of oil revenues. This article addresses the U.S. Millennium Challenge Corporation's classification of Sao Tome and Principe's as a threshold country for purposes of Millennium Challenge Account funding.
