Clarity on the Interchange Fee Regulation?

The UK Payment Systems Regulator (PSR) has published its final guidance on its approach to the EU Interchange Fee Regulation (IFR), together with a Policy Statement explaining the feedback it received to its draft Phase 2 guidance and its responses to that feedback. We provided feedback to the PSR on its draft guidance earlier this year, on areas where we thought the guidance was ambiguous or did not reflect the intention of the IFR. The final guidance (taken together with the Policy Statement) now provides welcome clarity on some of these points, and particularly on co-badging and on the status of mobile phones/mobile wallets.
