Assessment of CISA "Memorandum on identification of essential critical infrastructure workers during COVID-19 response" guidance version 2.0

The U.S. Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) first widely promoted and published its Essential Workforce Guidance on March 19, 2020 in its Memorandum on Identification of Essential Critical Infrastructure Workers during COVID-19 Response (Version 1.0). On Saturday, March 28, 2020, CISA issued Version 2.0 of that Guidance in its Advisory Memorandum on Identification of Essential Critical Infrastructure Workers during COVID-19 Response (March 28, 2020) (Version 2.0), attached hereto.

Version 2.0 provides details and context that fill in gaps present in Version 1.0. The update also reinforces its advisory nature.
