Adriana Pavón practices administrative law with an emphasis on the oil and gas and electricity sectors in Mexico. She advises clients on license, authorization, and registration requirements and procedures before Mexican governmental authorities, including the Energy Regulatory Commission (CRE) and the Ministry of Transportation and Communications.

Before joining Hogan Lovells in 2018, Adriana worked for the CRE and the National Hydrocarbons Commission (CNH). During this time, she advised on electricity regulatory reforms and participated in Mexican bidding rounds 2.4 and 3.1 for the award of oil and gas exploration and extraction agreements.

Because of her experience in the elaboration of bidding process terms while working at CNH, Adriana has advised our clients in their participation in public procurement procedures. In addition, Adriana has counseled clients on the regulation and terms applicable to government contracts.

Representative experience

Advised TC Energy (formerly TransCanada) on the renegotiation of natural gas transportation agreements entered with the Federal Electricity Commission (CFE).

Advised clients on the requirements and process to register as qualified users before CRE and the requirements to become a wholesale electricity market participant.

Reviewed and analyzed natural gas compression and transportation contracts.

Represented clients to obtain authorization to provide private securities services.

Advised clients on the requirements to provide passenger transport services on federal roads in Mexico.
