Joe Murphy focuses his practice on mergers and acquisitions, finance transactions, corporate governance, and other corporate transactional matters. As a former military officer and federal senior policy advisor, Joe leverages his diverse analytical experiences to provide clients with advice focused on achieving optimal business outcomes.

Before joining Hogan Lovells, Joe delivered policy and financial analysis solutions across a number of national security positions. As the Chief of Air Force Economics in the Office of the Secretary of the Air Force, Joe supported various elements of the Pentagon with economic and financial analysis of foreign currency forecasting, infrastructure projects, energy futures pricing, workforce shaping, and costs of Major Defense Acquisitions Programs (MDAPs). As a cost analyst within the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics, Joe provided acquisition policy oversight and was the lead author of the Department of Defense Product Support Business Case Analysis Guidebook. Prior to Joe's civil service, he served as an F-16 fighter pilot in Operation Noble Eagle.

Joe also dedicates a significant portion of his time to support the firm’s pro bono clients, including assisting an Afghan family with ties to the prior government in connection with their immigration application.

While in law school, Joe earned concentrations in Tax Law and Corporate and Securities Law while serving as a member of the George Mason Law Review.

A multinational managed healthcare and insurance company on its successful US$9bn debt offering.

A private equity fund and its entertainment industry affiliates on their financing and loan modification transactions.

A government agency’s procurement office in a successful defense of GAO protest bids by two losing contractors, enabling timely contract award and delivery of technology services.*
