Jay Jones routinely defends clients in civil and criminal investigations and inquiries in the State Attorneys General practice. He delivers impactful guidance to his clients and provides innovative solutions for high-stakes disputes. Jay is an accomplished litigator with extensive trial experience in state court. With expansive expertise, he advises and advocates for major clients across the consumer, financial, technology, and life sciences industries. 

Jay also has experience helping clients resolve pretrial disputes, as well as defending multidistrict litigation. He assists clients in all stages of litigation, including motions to dismiss, e-discovery, class certifications, motions for summary judgment, settlements, and trial. Aside from Jay being a successful courtroom advocate, he regularly advises his clients on regulatory and policy matters, including environmental, social, and corporate governance (ESG) issues. In addition, he works with the Crisis Leadership team on matters requiring complex investigations.

Prior to Hogan Lovells, Jay served as an Assistant Attorney General in the Office of the Attorney General for the District of Columbia, where he was a member of the Office of Consumer Protection. In this role, he worked on numerous matters involving the complexities and nuances of matters concerning consumer protection, unfair and deceptive practices, and the investigatory powers of State Attorney General offices. 

Jay graduated from the University of Virginia Law School in 2015 and earned a B.A. in Government from the College of William and Mary in 2010. In addition to his prior work as an analyst with Goldman Sachs, he was elected to the Virginia House of Delegates three times, representing the 89th District from 2018 - 2022
