Jay focuses his practice on state Attorneys General work as well as regulatory and policy matters, including environmental, social, and corporate governance (ESG) issues. He is an accomplished litigator with extensive trial experience in state court. Before joining the firm, Jay was an Assistant Attorney General in the Office of the Attorney General for the District of Columbia, where he was a member of the Office of Consumer Protection.

He graduated from the University of Virginia Law School in 2015 and earned a B.A. in Government from the College of William and Mary in 2010. In addition to his prior work as an analyst with Goldman Sachs, he was also elected to the Virginia House of Delegates three times, representing the 89th District from 2018 - 2022.
