Cayla Ebert DeJaco advocates for her clients in a variety of complex international trade matters. She helps clients achieve business-oriented solutions for a wide range of industry sectors related to trade remedies litigation and U.S. customs, export control, and sanctions compliance matters. 

Cayla helps clients navigate the complexity of international trade, national security, and foreign policy in an evolving, interconnected world and assists with formulating effective responses to global events.  She zealously advocates for clients involved in antidumping and countervailing duty cases among other trade remedy proceedings before the International Trade Commission and U.S. Department of Commerce. Her practice also includes representing clients in appellate litigation before the Court of International Trade.  

Cayla also counsels clients on compliance with U.S. Customs, sanctions, and export control laws including the sanctions regulations administered by the Office of Foreign Assets Control (OFAC), the Export Administration Regulations (EAR), and the International Traffic in Arms Regulations (ITAR). She assists clients with license applications, voluntary disclosure reports, and investigations before government agencies including U.S. Customs and Border Protection (CBP), the Bureau of Industry and Security (BIS), OFAC, and the Directorate of Defense Trade Controls (DDTC).  Cayla supports clients in reacting quickly to remain compliant in the dynamic sanctions arena, particularly in light of ongoing global conflicts and subsequent shifts in foreign policy.  She has specific expertise in CBP compliance, particularly in the classification of goods for import into the United States under the Harmonized Tariff Schedule.  Cayla’s well-rounded expertise allows her to develop, enhance, and maintain comprehensive and effective risk-based trade compliance programs for clients in various industries.

Additionally, Cayla is a leader in the firm’s active pro bono practice.  She passionately assists clients in matters involving human rights, immigration, and child custody.  In particular, she serves as a court-appointed Guardian ad litem to minor children to ensure their best interests are represented in custody proceedings, and represents minors seeking special juvenile immigrant status and asylum in the United States.   

Prior to joining Hogan Lovells, Cayla clerked for Justices G. Barry Anderson and Paul C. Thissen of the Minnesota Supreme Court. Cayla graduated magna cum laude from the University of Minnesota Law School, where she served as Editor-in-Chief of the Minnesota Journal of International Law and received the American Law Institute Scholarship and Leadership Award for her contributions to the school.
