Mark is a member of the Strategic Operations, Agreements and Regulatory (SOAR) practice area within the Global Regulatory practice group. 

He is an experienced technology lawyer with over 25 years in the APAC region, specialising in digital commerce, technological services procurement and outsourcing, data governance and digital content (extending to encryption and cybersecurity), software development and commercialization, technology infrastructure, global sourcing, joint ventures, and IPR acquisitions and disposals.

Mark also works with the wider Hogan Lovells corporate team on complex technology focused M&A and private equity transactions.

Mark previously held senior in-house roles for over a decade at two global investment banks where he focused on complex outsourcing, disruptive and transformational technology, data, and digitalisation projects across the globe, including strategic adoption and transformation of emerging technology and digital platforms.

Mark is also a real estate lawyer and possesses extensive experience in prominent real estate transactions across the globe, including acquisitions and disposals, joint ventures, construction, infrastructure and major projects, hospitality & leisure, and digital infrastructure and data centres. He possesses the unique and distinctive ability to support both the technology and real estate disciplines of transactions.

Representative experience

Acting for a global West Coast technology company, focusing on SaaS, procurement, outsourcing, joint ventures, cybersecurity, ESG, regulatory and internal policies.*

Advising an investment house on its strategic global outsourcing of hardware and financing of assets.*

Acted as lead external technology counsel for a global investment bank on its major global technology and outsourcing projects.*

PCCW sale of its multiple-site data centre business across Asia to DigitalBridge (US$750m).*

Advised on the acquisition, construction, energization, re-zoning, and operation of various data centre towers (ranging from 10 to 28-storey towers) in Hong Kong and Singapore (US$1bn+).*

Data lifecycle advisory and management including on financial industry regulatory environments, and compliance requirements and laws, best practice data governance frameworks, and cybersecurity.*

Acting for various logistics and freight centre operators with respect to the development, management, and operation, of their facilities in Hong Kong.*

Advising various companies on pre-IPO technology strategy and risk management.*

Advising global investment bank on its global cyber compliance programme, and on data centre infrastructure and customer contracting arrangements.*

Advising a global technology company on ethical issues regarding the use of data and technology.*

Advised global technology company on its collaboration with other technology companies to develop marketing apps and retail portals.*

Lead counsel for a global investment bank on its global IT sourcing strategy and multi-vendor, multi-country contracts, including managed network services and move to a private cloud solution.*

Acted for a major institution on its disposal of 187 industrial properties across England, aimed at reducing its gearing.*

Represented the Australian Government on one of Australia’s largest PPPs, including preparation and negotiation of complicated project delivery and concession agreements.*
