The UK is now outside the scope of EU law and regulations. The European Commission President, Ursula von der Leyen, described the Trade and Cooperation Agreement as both an end and a beginning. The British Prime Minister, Boris Johnson, said the Agreement honoured the referendum of 2016 and that it now provided for free trade and friendly cooperation.
