Telha advises on all stages of government decision making, from initial policy development through to judicial review challenges.
As a member of the public law and policy team, Telha helps his clients navigate complex regulatory environments across a range of sectors. He has advised a number of innovative companies facing novel regulatory issues, working closely with them to engage effectively with government and shape the policy and regulation that affects them.
He has particular experience in providing a unique combined legal and public policy perspective, having guided clients through high profile parliamentary and public inquiry processes and business-critical regulatory and policy change.
In contentious matters, Telha is able to draw on his experience of acting in a range of complex cases and investigations including judicial reviews, statutory appeals and other regulatory disputes.
During his time at Hogan Lovells, Telha was seconded to the London Regulatory and Litigation team of a global technology business.
Telha has acted for several pro bono clients in public law matters during his time at the firm, particularly in matters relating to access to justice issues. He is also on the firm's UK2030 Taskforce, which focuses on the strategic and policy issues facing UK business in the coming years, and its Digital Services Taskforce, which monitors and advises on new and incoming regulatory change affecting providers of digital services.

Acting for Uber in its successful appeals in 2018 and 2020 against TfL's decisions not to renew its London operator's licence.
Advising senior executives of multinational technology companies on giving evidence to Parliamentary Select Committee hearings.
Advising a number of digital services, including online marketplaces and video sharing platforms, on content regulation and other technology policy issues.
Advising the UK Gambling Commission on all aspects of the 4th National Lottery Competition for licences to run and promote the National Lottery.
Representing NATS in successfully resisting permission in a judicial review challenge to UK airspace arrangement changes.
Advising an online marketplace on a potential challenge, under the internet intermediary liability regime, to proposed regulatory and licensing restrictions.

Advising a sovereign wealth fund on its UK investment functions in relation to issues arising from the political situation in the sovereign state.
Advising on Freedom of Information Act requests for details of communications with the UK Government in relation to Brexit.
Developing and advocating for legally and politically credible policy approaches in the UK post-Brexit in heavily-regulated sectors.
Advising a media organisation on its engagement with public bodies in relation to proposals for the introduction of restrictions on food and drink advertising.
Successfully representing an advocacy group in the challenge of a government decision to remove court provision in West Sussex.
