As an associate in our UK & EU Public Law and Policy team, Telha advises clients from both the public and private sectors on all stages of government decision making, from initial policy development through to judicial review challenges. He has experience in contentious and advisory matters, typically acting for multinational companies but also for trade associations, public bodies and regulators.

Telha advises clients across a range of heavily regulated industry sectors and has particular experience in policy and public affairs matters. He assists businesses to engage effectively with government and shape the laws, policies and regulations that affect them.

Telha recognises that there are often significant advantages to avoiding litigation and helps clients to reach constructive and pragmatic solutions with public bodies at an early stage of the decision making process. However, when litigation is the best option, Telha is able to draw on his experience of acting in complex judicial reviews, information rights appeals and other legal challenges.

Telha is a member of our constitutional change taskforce, which provides advice to clients on constitutional issues of fundamental importance to business, such as Brexit, devolution and human rights reform. 

Telha has acted for several pro bono clients in public law matters during his time at the firm, particularly in matters relating to access to justice issues. He is also on the executive committee of the Human Rights Lawyers Association.

Advising witnesses appearing before Parliamentary Select Committee hearings.

Advising a sovereign wealth fund on its UK investment functions in relation to issues arising from the political situation in the sovereign state.

Advising Uber in proceedings relating to the regulation of taxis and private hire vehicles.

Advising a U.S. pharmaceutical company on potential legal challenges to decisions made by UK health regulators.

Advising a European life sciences business on a legal challenge against the European Commission before the CJEU.

Advising the UK Government on public law and legislative issues relating to the monetisation of the student loans portfolio.

Advising on Freedom of Information Act requests for details of communications with the UK Government in relation to Brexit.

Developing and advocating for legally and politically credible policy approaches to the impact of Brexit in heavily-regulated sectors.

Advising a media organisation on its engagement with public bodies in relation to proposals for the introduction of restrictions on food and drink advertising.

Successfully representing an advocacy group in the challenge of a government decision to remove court provision in West Sussex.

Represented NATS in successfully resisting permission in a judicial review challenge to UK airspace arrangement changes.
