Described as a "public law guru" (Chambers) and an "absolute star" (Legal 500), Charles Brasted is of Counsel in Hogan Lovells' UK & EU Public Law and Policy practice. A Solicitor Advocate, he specialises in commercial judicial review, statutory appeals and other public law disputes (including contentious public procurement), administrative and public law, commercial human rights, information rights and public policy. He acts for and against Government departments, regulators and other public authorities across a broad range of (notably, heavily regulated) industry sectors, including aviation, energy, financial services, gambling, and telecoms.

Charles' experience includes advising on public law proceedings before UK and European courts and tribunals and on engagement with governmental, regulatory and parliamentary authorities.

Charles also advises on contentious media law, particularly defamation and privacy issues for corporate clients.

REPRESENTATIVE EXPERIENCE
  • Advising the Libyan National Transitional Council on securing the release of £1bn-worth of Libyan Dinar banknotes frozen in the UK under the anti-Gaddafi UN sanctions
  • Advising the Government of Iceland on potential legal challenges in the UK, European and international courts to the UK authorities' response to the 2008 banking crisis, and related issues including engagement with UK Parliamentary and European authorities
  • Acting for T-Mobile in cutting-edge judicial review, Competition Appeal Tribunal and Court of Appeal proceedings challenging the proposed auction by Ofcom of next generation radio spectrum, including on EU law grounds
  • Acting for the British Casino Association in its judicial review challenge to the introduction by the Department of Culture, Media and Sport of "super-casinos" under the Gambling Act 2005
  • Acting for Tube Lines in relation to the periodic review of the London Underground PPP Contract
  • Acting for the Financial Services Authority Complaints Commissioner in successfully resisting the first ever judicial review challenge to a decision by the Commissioner
