Contracting for SmallSat mega-constellations: A brief how-to guide

Beginning in the late 1990s, the satellite industry started to design large mega-constellation systems, appearing somewhat ahead of their time. Twenty years later, several are successfully operating with dozens on the drawing board or in the process of finding funding.
The operational constellations range from 40 to 200 satellites, but future systems in development will have hundreds or thousands of small satellites designed to envelop the globe. With these increased capabilities come major new business, legal, contractual, regulatory, and risk management issues that need to be overcome.
