Digital Finance - DORA – New rules for the use of technology by the EU’s financial sector

As usual, the seminar will be held in our Frankfurt office but can also be accessed online on Wednesday, 31 May 2023, at 5.00 pm.

The information and communication technology (ICT) has gained a pivotal role for financial institutions. The EU’s new Digital Operational Resilience Act (DORA) (Regulation (EU) 2022/2554) introduces a Europe-wide framework for managing ICT risk in the financial sector. DORA will not only regulate how EU’s financial sector can use cloud and other innovative technologies to digitize financial services but will also introduce a new oversight framework for critical ICT third-party service providers which will be directly supervised under DORA.

DORA will apply from 17 Jan 2025 but the lead times for ICT projects as well as the supporting governance and risk management arrangements make it necessary that financial institutions and ICT service providers start preparing now.

We are inviting participants from the financial sector and ICT service providers to join us on 31 May 2023 to discuss the new requirements for ICT governance, risk management and outsourcing. A particular focus will be on the practical implications and the implementation timeline with further EU requirements (e.g. sub-outsourcing).

As the other sessions of our HL Digital Finance Dialogues, this panel discussion will take place in our panoramic Frankfurt office (and alternatively online – but we hope to welcome as many of you as possible on site). The language of the discussion will be German.
