Jake focuses on administrative and constitutional law. As a member of the firm’s Administrative Procedure Act (APA) group, he helps clients surmount complex regulatory obstacles through litigation and strategic counseling. These matters often raise challenging questions of statutory interpretation, administrative procedure, and the constitutionality of federal and state law.

Jake has significant experience handling critical motions in federal court. He has briefed matters at every level of the federal judiciary and argued a high-stakes appeal before the U.S. Court of Appeals for the Fifth Circuit. Jake helps clients with disputes involving the Department of Health and Human Services (HHS), the Food and Drug Administration (FDA), the Centers for Medicare & Medicaid Services (CMS), the Health Resources and Services Administration (HRSA), and other federal and state administrative agencies. His experience also includes commercial and antitrust litigation in highly regulated industries within the Life Sciences and Health Care sector.

Jake earned his J.D. from the University of Virginia School of Law, where he was an editor of the Virginia Law Review, participated in the Supreme Court Litigation Clinic, and was a semifinalist in the William Minor Lile Moot Court competition. Before joining Hogan Lovells, Jake clerked for Judge Jerry E. Smith of the U.S. Court of Appeals for the Fifth Circuit and for Judge Timothy J. Kelly of the U.S. District Court for the District of Columbia, and he was an associate at another Washington, D.C. litigation firm.
