Dexter focuses his practice on advising clients across the spectrum of cross-border trade matters, including trade litigation and trade controls. He counsels clients through complex trade-related investigations and administrative reviews before the U.S. Department of Commerce and the U.S. International Trade Commission. He also guides clients on sanctions compliance, enforcement risks, and regulatory obligations.

Prior to joining Hogan Lovells, Dexter was an associate in the Washington, D.C. office of a large firm, where he worked on a range of international trade, sanctions, and national security-related matters. His practice involved advising on complex regulatory frameworks, monitoring legal and policy developments, and supporting both internal and client-facing analyses on issues at the intersection of trade and national security.

Dexter earned his J.D., cum laude, from Georgetown University Law Center, where he received a certificate in WTO & International Trade Studies and interned for the United States Trade Representative (USTR) and International Trade Administration (ITA). He also holds bachelor’s degrees in Political Science and Music, with a focus on classical piano, from Lipscomb University. Prior to starting law school, Dexter taught English at a public school in Shanghai, China. In his spare time, Dexter enjoys playing the piano, vegetarian cooking, long-distance running, and attending the symphony.
