Scott is a partner in the firm’s infrastructure, energy and projects team. He advises on a wide range of infrastructure and energy work (including major development projects, PPP projects and project finance transactions), as well as electricity generation, transmission and supply arrangements, energy transition issues, ESG and related legal and regulatory issues in the energy and infrastructure sectors. 

He has 20+ years of experience advising Governments, developers, investors, banks and other financial institutions on some the largest and most complex deals in the global infrastructure and energy markets and has been involved in deals in the United Kingdom, Continental Europe, Africa, Asia and Australia. 

He focusses principally on transactions in the energy, energy storage and energy transition sectors, and has advised on nuclear, oil and gas, LNG, hydrogen, power and renewable energy (including onshore and offshore wind, solar, tidal, EfW, biomass, carbon capture, use and storage (CCUS)) deals.

He also has experience advising on major transactions in the aviation, aerospace and defense, social infrastructure, transport, telecommunications and waste sectors.

He has advised on joint ventures, M&A, financings, refinancings and restructurings and distressed projects in a variety of infrastructure and energy sectors.

He is a Council member for the UK & Ireland Branch of the International Project Finance Association (IPFA) and is recognized for Infrastructure (including PFI and PPP) and Construction and is described as “very pragmatic” in the legal directories.

Representative experience

Advising on mega-projects in energy sector, such as $34bn Ichthys LNG Project in Australia and $8bn Nghi Son Refinery and Petrochemical Project in Vietnam.

Advising on major renewable energy transactions, including The Crown Estate's 7GW Round 4 offshore wind tender process and some of the early carbon capture use and storage (CCUS) projects in the UK  

Advising on emerging market power deals, including a pathfinder €1.1bn project for a 1,600MW combined cycle gas-fired power project in Uzbekistan.

Advising on major energy-from waste projects, including £570m Riverside energy from waste (EfW) Project in London and €370m Belgrade EfW PPP project in Serbia

Advising in relation to aerospace, defence and technology projects, including the proposed €3.3bn pan-European Galileo international radio-navigational satellite project.

Advising on road, rail, and other transport projects, including £1.8bn London Underground PPP project and subsequent £2.1bn capital markets refinancing.
