He has experience in arbitration proceedings before the International Centre for Settlement of Investment Disputes (ICSID), the International Chamber of Commerce (ICC), the London Court of International Arbitration (LCIA), the United Nations Commission on International Trade Law Arbitral Rules (UNCITRAL), and the Santiago Arbitration and Mediation Centre (CAM Santiago). Francisco has represented clients in proceedings conducted in both English and Spanish and has worked on cases that involved extensive use of Portuguese.
Francisco earned his law degree from Pontificia Universidad Católica de Chile and an LL.M. with honors from Columbia Law School, where he co-chaired the Columbia International Arbitration Association as LL.M. President. He also coaches the team representing Pontificia Universidad Católica de Chile in the Willem C. Vis International Commercial Arbitration Moot.
Before joining Hogan Lovells, Francisco worked at a leading international firm in Chile, where he focused on domestic and international arbitration.

Representing a US investor in an ICSID arbitration against Mexico in a NAFTA legacy claim regarding the expropriation of a concession for the operation of railway tracks.
Representing a Central American country in a UNCITRAL investment treaty arbitration related to the expropriation of real estate assets for a tourism project.
