As a member of the firm's Administrative Procedure Act (APA) group, she focuses on administrative and constitutional law. She has handled disputes involving the Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), the Health Resources and Services Administration (HRSA), the Environmental Protection Agency (EPA), and other administrative agencies. She has briefed matters in trial and appellate courts.
Claire swam Division 1 while attending James Madison University. She earned her J.D. from the University of Virginia School of Law in 2022, where she served as a fellow assisting first-year law students with their legal writing.
She began her career at Hogan Lovells as a summer associate. Before rejoining the firm, Claire clerked for Judge Norman K. Moon on the U.S. District Court for the Western District of Virginia and Judge Patty Shwartz on the U.S. Court of Appeals for the Third Circuit.
