Emma conducts economic analysis regarding issues in antidumping and countervailing duty proceedings, manages all aspects of preparing and filing questionnaire responses and briefs at the U.S. Department of Commerce and U.S. International Trade Commission, and provides expert economic testimony on behalf of clients at agency hearings. Emma also advises clients on U.S. Customs and Border Protection issues, including compliance with section 232, section 301, and International Emergency Economic Powers Act (“IEEPA”) tariffs.

Emma has a considerable breadth of trade remedies experience across various products and countries, including steel products from South Korea, softwood lumber from Canada, plastic products from France, automotive products from Türkiye, as well as solar panels and agricultural products imported from around the globe. Emma has testified as an economic expert before the U.S. International Trade Commission on dozens of occasions and frequently travels internationally to support clients in on-site verifications conducted by the U.S. Department of Commerce.

Prior to joining Hogan Lovells, Emma worked as an economic analyst in-house at a D.C.-based international trade practice and prior to that at a boutique consulting firm, specializing in providing analysis for unfair trade proceedings conducted before the U.S. International Trade Commission. Emma has experience developing and analyzing databases, conducting in-depth quantitative analyses, and preparing expert testimony and presentations.
