A counsel in the Infrastructure, Energy, Resources and Project Group, Perrine concentrates on project finance and more specifically in the drafting and negotiation of project agreements (concessions, PFIs, PPAs, EPC, O&M), in France but also more widely in Francophone countries, in particular in North Africa and  West Africa. She joined Hogan Lovells in 2002, after beginning her career as lawyer in PwC's legal services (Landwell) infrastructure group in 2000. With more than 15 years of experience, Perrine has advised sponsors, lenders, DFIs and public authorities on several large project finance transactions of the Paris market across the past years, including France's largest project financed transaction to date (the €8bn Tours Bordeaux High Speed Train concession, EMEA Project Finance Deal of the Year 2011), or more recently on the €2.5bn West African Rail Loop concession (Africa Infrastructure and Transport Deal of the Year 2015). 

Perrine's privileged sectors of knowledge include all transportation infrastructure assets (rail, motorways, airports, ports,…) but also energy /renewables (thermal, hydro, solar, wind, offshore wind IPPs,…) and public accommodation projects (e.g. hospitals, prisons,..).Qualified as a public lawyer, Perrine is also a French public law expert and a specialist in the field of public procurement, state aids and EU infrastructure regulations (including EU tariff and infrastructure access rules).

Representative experience

Assisting Governments in connection with the negotiation of the concessions of the 1,500km Benin- Niger sections of the Rail African Rail Loop (€3bn).
Assisting the sponsors in connection with the negotiation of a 70MW hydroelectric power plant in Singrobo, Ivory Coast (€100m, ongoing).
Advising the French Government for the tendering of the highway A45 between Lyon and Saint Etienne concession project (€1200m).
Assisting EIB, KfW, and AFD regarding the €1bn Ouarzazate Noor I (160MW), Noor II (200MW), and Noor IIII (150MW) solar power plants in Morocco.

Advising SNCF Réseau and French Government in relation to tendering of Tours-Bordeaux demand-based rail concession project and Nîmes-Montpellier availability based High Speed Link PPP (€1600).

Assisting the lenders in connection with the Syvade waste treatment and power plant facility in Guadeloupe (€280M).
Advising a pool of banks (including BAD and FMO) in relation to a power plant located in Sendou, Senegal (€300M).
Advising the lenders in the frame of the construction of a greenfield, 15 kilometers-long TramBus line between Fort de France's airport and city centre (Martinique).
