His experience spans private practice, military service, and senior diplomatic roles, giving him a practical perspective on complex projects in emerging and high-risk markets. Before joining Hogan Lovells, Mark served in senior legal and diplomatic roles for the U.S. government, including as a senior diplomat in Paraguay and as an advisor supporting energy, infrastructure, and cross-border investment initiatives across Latin America, Central Asia, and other emerging markets. He has worked on matters involving billions of dollars in infrastructure and energy investments, including EPC contracting, development finance, sovereign agreements, public-private partnerships, and cross-border transactions.
Mark began his legal career at Hogan & Hartson and later served as an officer in the U.S. Army Judge Advocate General’s Corps. Clients value his practical judgment and his ability to align commercial, government, and local stakeholders to move difficult projects forward.
Represented project owners in more than US$1bn of EPC and project agreements involving international energy and infrastructure projects.
Advised on combined-cycle natural gas projects, including related power purchase agreements and owner-side turbine master purchase agreements covering more than 100 turbines*
Advised on development of a major LNG import terminal and related energy infrastructure as part of a US$1bn+ project.
Oversaw legal support for a US$5.5bn+ Afghanistan infrastructure, development, and stabilization portfolio operating in a high-risk environment*
Negotiated and restructured a US$100m+ regional assistance framework with CARICOM involving multi-country implementation and governance arrangements*
Negotiated treaty-level and sovereign implementation agreements supporting infrastructure, investment, and development initiatives in emerging markets*
Advised on more than US$200m in development finance transactions involving infrastructure and emerging-market investments*
Advised senior U.S. government stakeholders on legal and operational issues arising from the multi-billion-dollar collapse of Kabul Bank. *
Led legal review and termination actions involving major contractors operating in Afghanistan following integrity and vetting concerns*
Advised on development of Jamaica’s catastrophe bond program, which provided up to US$185m in storm protection financing*
Served as a senior advisor to U.S. Southern Command on regional development, governance, and strategic issues affecting Latin America and the Caribbean*
