Liz is a seasoned policy leader with a track record in coalition-building to advance aviation policy and helping new aviation entrants navigate federal approval processes. Before joining Hogan Lovells, she held key roles in the FAA’s UAS Integration Office and Office of Rulemaking, where she shaped drone and emerging aviation policies, as well as the U.S. House Transportation and Infrastructure Committee, contributing to the successful passage of the FAA Reauthorization Act of 2024. Her unique combination of legislative and executive branch policy experience position her as a powerful advocate for stakeholders in the aviation and transportation markets.

Building on over ten years in government, Liz is passionate about enabling new aviation entrants within the National Airspace System. Because the existing aviation legislative and regulatory framework was written for legacy aircraft, operators who want to fly automated and unmanned aircraft need to navigate a web of requirements just to get airborne. This is where Liz excels, aiding clients in making their safety case to federal regulators while simultaneously advocating for the broader regulatory changes needed to better enable new aviation technologies to scale domestically.

Representative experience

As the Chief of Staff for the FAA's Office of Rulemaking, Liz oversaw the execution of the FAA's rulemaking portfolio, helping to prioritize, deconflict, and advance multiple regulatory efforts.

As aviation subcommittee staff to the Transportation and Infrastructure Committee, Liz helped draft, negotiate, and pass the FAA Reauthorization Act of 2024.

As the Chief of Staff for the FAA's Drone Integration Office, Liz played a central role in developing and implementing all major drone policy across the FAA.
