Hayley J. Fink advocates for clients on complex regulatory and litigation matters under a variety of environmental and energy laws.

Hayley has provided strategic analysis to a wide range of clients in the energy and resource development industries, including on matters under the Clean Air Act, the National Environmental Policy Act, the Clean Water Act, the Federal Land Policy and Management Act, the Energy Policy and Conservation Act, and the Federal Power Act, among others. With significant litigation experience, Hayley has defended clients' interests both in administrative litigation and in litigation in federal court on energy and natural resources issues.

Prior to joining Hogan Lovells, Hayley worked in private practice and clerked for the Honorable Anita B. Brody of the United States District Court for the Eastern District of Pennsylvania. While in law school, Hayley worked for the Office of Regional Counsel at the U.S. Environmental Protection Agency, Region 1; externed with the United States Attorney's Office for the District of Connecticut; worked with the San Francisco City Attorney's Office; and served as Managing Editor for the Yale Journal on Regulation.
