Hiba advises on matters involving the Federal Energy Regulatory Commission (FERC), with a specialty in complex administrative litigation, particularly in natural gas and oil proceedings.  As an associate in the Energy Regulatory group, Hiba represents natural gas clients and assists in preparing and filing large Natural Gas Act section 4 rate cases at FERC.

Prior to joining Hogan Lovells, Hiba was a Trial Attorney in the Office of Administrative Litigation at FERC.  While she was a Trial Attorney, Hiba lead briefings, cross-examinations, depositions, and discovery disputes.  Hiba was also an Attorney-Advisor in the Office of Administrative Law Judges at FERC.  From her experience, Hiba has detailed knowledge of FERC’s Rules and Regulations, the Interstate Commerce Act, and the Natural Gas Act.

Representative experience

Assisted with filing Natural Gas Act section 4 rate cases at the Federal Energy Regulatory Commission for pipeline clients and assisted with corresponding discovery. 

Led litigation team addressing FERC jurisdiction over oil pipeline purchase and sale agreements in the context of evolving FERC policy considerations.

Litigated and fully briefed an oil pipeline rate complaint proceeding.

Led discovery efforts and testimony filing and ultimately negotiated settlement in large Natural Gas Act section 4 rate case.

Negotiated settlement in reactive power proceeding involving two other dockets set for hearing at FERC.

Attorney-Advisor to the Honorable Judge French (April 2019 to 2021) and Honorable Judge Long (April 2019 to April 2020) in the Office of Administrative Law Judges at FERC.
