Patricia Brannan is the General Counsel of Hogan Lovells US LLP and Co-Chair of the firm’s Citizenship Panel. Her practice background involves a wide range of litigation and public interest matters. She has represented clients in arbitrations, and bench and jury trials in federal and state courts. She also has argued before state and federal appellate courts, including the U.S. Supreme Court, and has provided congressional testimony.

Patricia's litigation practice has included high-profile cases involving education governance, finance, and educational adequacy and equity. She led the Hogan & Hartson Pro Bono Practice (Community Services Department) from 2004-2010, and then co-led the Hogan Lovells global Pro Bono Practice until 2011. During the years of her pro bono leadership the practice increased nearly 70 percent in the amount of pro bono service performed for clients, and won more than 50 honors and awards, including the District of Columbia Bar’s Pro Bono Large Firm of the Year (2006).

Patricia has been honored by organizations such as the NAACP Legal Defense and Educational Fund, Inc. and the Anti-Defamation League of B'nai B'rith for her personal contribution to enforcement of the civil rights laws.

She is a former Chair of the Board on Professional Responsibility for the District of Columbia, and has taught Professional Responsibility at the George Washington University School of Law. Patricia served as Co-Chair of the firm’s Legal Ethics Committee from 2002-2011.

After graduating from law school, Patricia clerked for The Honorable John M. Ferren on the District of Columbia Court of Appeals for one year before joining the firm as an associate in 1980. She was elected to the partnership in 1987 and served as the Director of the firm’s education practice from 1995-2004.

REPRESENTATIVE EXPERIENCE
  • Co-heads a team analyzing the District of Columbia Government’s response to the HIV/AIDS epidemic.
  • Represented a large city government in federal court litigation challenging minority-language voter access to election and ballot materials.
  • Successfully represented clients in contested evidentiary hearings appeals in federal courts over unitary status issues.
  • Negotiated a complex facility and program sharing arrangement between an urban school district and a public charter school.
