Victor Barrientos brings his deep knowledge of Venezuela's legal regime, and its impact on its oil, gas, and petrochemical industry. Victor also has a solid understanding of the regulatory regime and its relationship to state-owned companies in Venezuela, particularly regarding domestic and international bidding processes.

Prior to joining Hogan Lovells, Victor managed the corporate international legal department of a major state-owned petrochemical company in Venezuela. There, he was active in complex international multimillion-dollar negotiations for the development, construction, and financing of new petrochemical plants and related infrastructure facilities, involving international engineering and construction companies, multilateral agencies, international lending institutions, and export credit agencies. He also negotiated multimillion-dollar contracts for the import and export of petrochemical products worldwide.

Now Victor uses that broad experience to advise multinational corporations, both locally and internationally. A member of our practice groups in finance, infrastructure, energy, resources, and projects, he augments that knowledge with his comprehension of corporate law, project finance, cross-border commercial transactions, structuring of international joint ventures and public-private partnerships, engineering procurement and construction contracts, license and technology transfer agreements, and local and international financing. Victor is also member of the Latin American Corporate Counsel Association (LACCA) and Asociación Venezolana de Derecho Financiero (ASOVEDEFI). He has spoken at international events sponsored by the American Bar Association, Florida Bar Association, and Euromoney Seminars, among others.

Negotiated the engineering, procurement, and construction (EPC) contract for the construction of a multimillion-dollar fertilizer plant in Venezuela.

Negotiated and provided legal advice for the development of several public-private partnerships in the petrochemical sector in Venezuela.

Negotiated the EPC contract for the construction of a multimillion-dollar maritime terminal in Venezuela.

Negotiated a US$1m settlement agreement between a state-owned company and multinational company based in Italy.
