Mike Gilliland helps clients get federal funding for projects, programs, and research. As a leader of the firm's federal funding and appropriations practice for over 25 years, Mike has designed and implemented strategies to secure millions of dollars in federal funds for hundreds of projects.
Mike has directed federal funding efforts for university construction and research projects, hospital expansions, education programs, and economic development initiatives, as well as public transportation facilities, airports, new technology programs, and defense procurement.
Mike's comprehensive knowledge of the annual federal budget process, the grants awarded by federal agencies, and the Congressional budget and appropriations process gives him an edge in helping clients to achieve their legislative, regulatory, and policy goals. Working closely with House and Senate committees and federal agency officials, he thoroughly understands the political process that governs federal funding.
Mike also counsels clients on legislative and policy matters involving tax, energy, health, telecommunication, insurance, and other matters. In his tax policy practice, Mike lobbies the Congressional tax committees and federal regulators to advance his clients' tax-related interests. He combines technical know-how and an in-depth understanding of the Congressional tax process to help clients solve their most difficult tax problems.
As leader of the firm's political law and government ethics practice, Mike helps businesses, individuals, associations, and advocacy groups understand and comply with the complex legal and regulatory framework involving state and federal election laws, lobbying disclosure, government ethics, and pay-to-play laws. Mike represents clients before the Federal Election Commission and has formed corporate PACs and non-connected PACs for a diverse range of clients.
