As Head of the Construction and Engineering practice of Hogan Lovells in Asia, Tim Hill is based in Hong Kong, where he has lived for over 25 years. He has extensive experience in relation to advisory work in the construction industry and construction disputes. During the course of his practice, Tim has considered most of the issues that commonly arise in the construction industry. He has also considered many issues of contractual construction.
In the course of his practice, he has considered many standard forms and bespoke forms of contract. Currently he is advising clients in respect of contracts for the design and construction of a tertiary education institute in Hong Kong, a substantial mixed-use leisure complex in Macau, a rail project in Hong Kong, and a power project in India. Tim advises participants at all levels in the supply chain and is currently acting for project sponsors, contractors, major subcontractors, and consultants. Tim advises clients throughout the full life cycle of the projects, with particular emphasis on project delivery and post-completion work. He advises clients on project procurement, including selection of forms of contract, and managing risk on pending contracts.
In resolving disputes, Tim has undertaken a considerable amount of arbitration and litigation and has also undertaken a variety of forms of ADR including mediation and review as well as informal procedures. Tim has wide-ranging experience in commercial disputes and insurance matters, particularly where such matters involve arbitration. Tim has conducted arbitration under the rules of CIETAC, HKIAC (Domestic and Administered Rules), ICC, LCIA, and SIAC. He is a practicing arbitrator and has written and spoken widely on topics relating to the construction industry and dispute resolution. Tim is a member of the Council of Hong Kong International Arbitration Centre and a former Chair of the Chartered Institute of Arbitrators (East Asia Branch).
