Isaac Swaiman

Isaac Swaiman is an experienced practitioner with a deep understanding of the Affordable Care Act (ACA) and healthcare reform initiatives. Isaac's extensive background in government allows him to help clients navigate a complex and ever-changing healthcare legislative and regulatory environment.

Prior to joining Hogan Lovells, Isaac served as a Presidential Management Fellow at the Department of Health and Human Services (HHS). At HHS, he worked as an attorney in the Office of the General Counsel and helped implement key portions of the ACA at the Centers for Medicare & Medicaid Services (CMS).

Isaac also advises clients on a wide variety of other legal and policy matters, including ACA coverage requirements, Medicare and Medicaid provider and supplier compliance, and reimbursement issues. He has also served as healthcare regulatory counsel on a wide range of corporate transactions, which have varied in both size and type. In this role, he has helped clients evaluate fraud and abuse risks, Medicare and Medicaid licensure requirements, and other issues and risks associated with changes in ownership structure.

Isaac has additional work experience at the Federal Trade Commission, State Department, and the Minnesota Governor's Office.
