Robert "Rob" Toll, a senior associate in our Investigations, White Collar, and Fraud practice, brings practical and strategic thought to complex matters.

Rob has deep experience representing corporate and individual clients in a wide variety of civil and white collar criminal defense matters before courts and in investigations run by the Department of Justice (DOJ), various government agencies, and Congressional committees. Rob works closely with clients to gain a deep understanding of their businesses and industries. He is well-versed in representing pharmaceutical and medical device companies.

In particular, Rob has represented clients in matters relating to the False Claims Act (FCA), Anti-Kickback Statute, Stark Law, and the Foreign Corrupt Practices Act (FCPA). As a result, he is skilled in guiding clients through all stages of litigation – from responding to subpoenas to negotiating settlement agreements – and has significant experience drafting advocacy pieces to address complex legal and factual issues.

Rob is also accomplished in areas of complex case management, e-discovery, and communication with government entities. He has not only handled numerous internal investigations, but he has also managed wide-ranging domestic and international investigations, overseeing teams of attorneys as part of discovery, conducting fact-gathering interviews, and organizing presentations on behalf of clients before the DOJ, several United States Attorneys' Offices, and other government agencies.

In addition, Rob maintains an active pro bono practice. He has successfully represented a religious organization to protect their ability to build a house of worship in New Jersey. He has also been heavily involved in a class action lawsuit on behalf of homeless families in the District of Columbia, which resulted in a favorable decision for his clients.

Represented a major medical device manufacturer in an investigation rooted in a False Claims Act qui tam suit, resulting in a declination by DOJ, followed by a voluntary dismissal by the relator.

Counsel to a concert and exhibition promotion company in an FCPA investigation in Egypt.
