U.S. Department of Health and Human Services Announces Proposal to Revise Substantially the Human Research Subject Protection Regulations

On July 26, the U.S. Department of Health and Human Services (HHS) published an Advance Notice of Proposed Rulemaking to modernize and enhance regulations that govern research on human subjects. 76 Fed. Reg. 44512 (July 26, 2011). The current regulations, often referred to as the Common Rule, 45 CFR Part 46, have been in place since 1991. HHS requests comments by September 26, 2011.
