U.S. Department of Education issues final rules pertinent to foreign schools

On 1 November 2010, the U.S. Department of Education (ED) published final regulations that address Higher Education Opportunity Act (HEOA) requirements and other matters related to foreign institutions, including foreign medical schools, that participate in federal student loan programs under the Higher Education Act (HEA). 75 Fed. Reg. 67,170 (2010). In addition, as of 1 July 2010, foreign institutions began to participate in the Direct Loan Program. This Update briefly describes the shift to the Direct Loan Program and related developments and summarizes key aspects of the final regulations.
