Trends in Congress for Greater Transparency in Government Funding May Be at Odds With Courts' Protection of Contractor Information

On September 26, Congress passed into law the Federal Funding Accountability and Transparency Act of 2006, 120 Stat. 1186, requiring the disclosure of the amount of federal funding for contracts, grants and subawards, as well as "other relevant information" as determined by the Office of Management and Budget.
