Inclusion of License Fees for Trademark Usage in Customs Value by Import in the Russian Federation

Recently many importers with trademark license agreements have faced obstacles with regards to customs clearance in Russia. Customs bodies require to include license fees in the customs value of imported goods, which in turn entails a corresponding increase in customs payments. This article examines the legality of this requirement to include license fees in the cost of goods imported in Russian Federation and the factors affecting this inclusion / omission.
