Government contracting implications of COVID-19

On January 30, 2020, the World Health Organization (WHO) declared the outbreak of illness caused by a novel coronavirus (COVID-19) a "public health emergency of international concern." Less than two months later, on March 11, the WHO officially characterized the COVID-19 outbreak as a pandemic. Shortly thereafter, the United States government issued a Proclamation on Declaring a National Emergency Concerning the Novel Coronavirus Disease Outbreak. Individual states have also followed with their own declarations, in addition to quarantine measures and "stay-in-place"/close business orders.
