The article by Carl-Stephan Schweer and Bernhard Ludwig "Der erste nationale Zuteilungsplan für handelbare Emissionszertifikate," published in the August issue of "Deutsches Verwaltungsblatt" describes the first German National Allocation Plan for the issuance of tradable emission allowances in the first three-year period of the EU emissions trading scheme. The National Allocation Plan is the legal basis for the initial allocation of emission allowances to undertakings falling within the scope of the European emissions trading scheme, which is designed to combat climate change in a cost-effective way.
