As the number of violent terrorist attacks has grown in recent decades, so has the availability of legal remedies to victims of such attacks. Throughout the 1990s and 2000s, lawmakers in the United States expanded the scope of liability for terrorist attacks to more often reach deep-pocketed companies in addition to terrorist groups.
