Activities and supervisory authorities catalogue is published: uncertainty remains

Following the release of the Registration Procedures for Representative Offices and Record-Filing for the Temporary Activities of Foreign Non-Governmental Organisations Guidelines on 28 November 2016, the Ministry of Public Security published the Catalogue of Areas and Projects for Foreign NGOs' Activities in China, and the Catalogue of Supervisory Authorities for Foreign Non-Governmental Organisations Guidelines (2017) on 20 December 2016.  With this guidance in place, is the Foreign NGO Law ready to implement?  Even with this guidance, many questions remain unanswered.
