Hogan Lovells Advises on the Planning Court Hearing for the Shell Centre Redevelopment

27 February 2015 - On 26 February 2015 Mr Justice Collins dismissed a challenge made against the Secretary of State's decision to grant planning permission for the 1.45million square foot redevelopment of the Shell Centre on London's South Bank.

Hogan Lovells' London planning team has advised Braeburn Estates Limited, a joint venture between Canary Wharf Group and Qatari Diar, on the redevelopment proposals for the Shell Centre since November 2011. The planning application was submitted to the London Borough of Lambeth on 13 December 2012 and Lambeth resolved to grant planning permission on 21 May 2013. The Secretary of State called in the planning and related heritage applications for his own determination in September 2013.  The scheme comprises 800,000 sq ft of offices (including the Shell Tower), 800,000 sq ft of residential, and up to 80,000 sq ft of retail and leisure to be located in  eight new buildings. The Shell Tower will be retained and incorporated into the redevelopment proposals as part of Shell International Petroleum Limited's UK headquarters. 

The Secretary of State granted planning permission on 5 June 2014 following a 12 day public inquiry held at the end of 2013. Agreeing with the Inspector's recommendations, the Secretary of State noted that the "architecture of the proposed development would be varied but consistently high quality; and that the proposed development would enhance its surroundings and the character of the South Bank".

The Hogan Lovells team was led by Head of Planning Michael Gallimore, supported by Of Counsel Victoria Du Croz.

Commenting on Mr Justice Collins' decision, Michael said:
"We are delighted that the Court dismissed the challenge.  The decision means that after considerable delays this exciting, high quality development on London's South Bank can proceed."
