Analysis of U.S. Presidential Authority to Modify Economic Sanctions Against Cuba

In the wake of President Obama's historic announcement on 17 December 2014 to reengage with Cuba, a legal analysis written by Hogan Lovells Partner Stephen Propst in 2011 has received renewed attention. The independently released paper analyzed the authority of the President to modify the U.S. economic sanctions against Cuba. The analysis was prepared at the request of the Cuba Study Group and was released in connection with a forum on U.S.-Cuba Relations at The Brookings Institution on 15 February 2011.
