From solving complex infrastructure projects, to advising clients on litigation and arbitration matters, Lukasz' experience in multi disciplines enables him to solve complex problems. Lukasz has been a member of the Infrastructure Group and litigation and arbitration team since 2007. His years' of experience in infrastructure projects include those implemented on the basis of Public Private Partnership, concession and public procurement formula. Lukasz also provides legal advice for both public and private partners within the motorways, railway transport and infrastructure sectors at every stage of public procurement proceedings.

He advises clients on how to prepare bids and negotiations for public-private partnerships, as well concession and public procurement contracts. He advises contracting authorities on how to prepare for public procurement and concession procedures, terms of reference (SIWZ), as well as project documentation. In addition, he represents clients in proceedings before civil and commercial courts, arbitration tribunals, administrative courts and the National Appeals Chamber (KIO), including in proceedings concerning PPP, concession and public procurement matters.

Representative experience

Supporting city of Katowice in concession agreement concerning management of International Congress Center and Spodek Hall, including documentation, negotiation support, and representation before administrative courts.

Supporting consortium of Alstom companies in negotiations and conclusion of the settlement with PKP IC enabling the delivery of Pendolino trains.

Providing day-to-day advice to General Directorate of National Roads and Motorways in relation to concessions (DBFO type) for exploitation of A2 motorway.

Providing day-to-day advice to Centre for EU Transport Projects, the implementing body in system of EU funds, on complicated legal issues regarding transportation projects.

Advising Polskie Inwestycje Rozwojowe S.A. regarding modernization of Jagiellonian University's Collegium Medicum student hostels, first higher education infrastructure project in Poland implemented under a PPP.

Advising Lower Silesia Service for Roads and Railway in redevelopment/maintenance of over 300 km of regional roads in Dolnoslaskie Voivodship; pioneer PPP project in Poland.
