Carolyn counsels transportation clients in safety, environmental, and regulatory compliance matters. 

Carolyn helps motor vehicle clients navigate regulation by the National Highway Traffic Safety Administration (NHTSA), Environmental Protection Agency (EPA), and Federal Motor Carrier Safety Administration (FMCSA). She advises clients on compliance with the Federal Motor Vehicle Safety Standards (FMVSS), safety recalls and investigations, the Greenhouse Gas (GHG) and Corporate Average Fuel Economy (CAFE) credit programs, and the emerging legal framework around electric and autonomous vehicles.

Carolyn advocates for rail clients before the Surface Transportation Board (STB), Federal Rail Administration (FRA), and the Pipeline and Hazardous Materials Safety Administration (PHMSA).  She has experience in both rail transactions and safety matters.

Carolyn also has experience with deepwater port projects involving regulation by the Maritime Administration (MARAD) and U.S. Coast Guard (USCG).

While in law school, Carolyn served as the Editor-in-Chief of the Journal of Law & Politics and as a judicial intern in the U.S. District Court for the Southern District of Texas.
