Jan Lichtwitz advises companies and the public sector on all aspects of public law. He focuses on public commercial law with special expertise in public procurement law. He advises and represents companies and public authorities in tender and review procedures.

Jan studied law at the University of Maastricht, the Ruhr-University Bochum and the Humboldt University Berlin. Besides his studies, he worked as an assistant at the German Federal Parliament (Deutscher Bundestag). He completed his legal traineeship at the German Federal Ministry of Economic Affairs and Energy, gaining significant experience in public procurement law. 

Jan earned a master’s degree (State and Administration in Europe) at the German University of Administrative Sciences with a particular focus on public procurement law. Jan is co-author of a well-known German commentary on public procurement law.

Representative experience

Advising NRW.BANK on the privatization of the state-owned casino group WestSpiel GmbH & Co. KG within the framework of an EU-wide pro-curement procedure.

Advising a recycling company on public procure-ment law with regard to exclusion from public procurement procedures and self-cleaning.

Advising the German Federal Association of Statutory Health Insurance Dentists (KZBV) with regard to the procedure for the award of a concession.

Ongoing advice of Stadtwerke Velbert (a municipal utility company) on public procurement law and public commercial law.

Advising the city of Wülfrath with regard to a public procurement procedure (operation, maintenance and modernisation of the public lighting).

Advising the waste management and recycling company of Cologne with regard to the formation of a joint company that fulfils the criteria for “inhouse procurement.”
