Noriko Ishifuji is an associate in Hogan Lovells' Tokyo office and a member of its Corporate & Finance team. Noriko is a Japan-qualified lawyer (bengoshi) and began her career at a Japanese law firm before joining the Japanese Ministry of Foreign Affairs (MOFA) and Ministry of Internal Affairs and Communications (MIC), where she was responsible for the e-commerce and telecommunications sectors.

In addition to her work in government, Noriko has successfully represented clients in various industries and provides clients with sophisticated, yet practical legal advice.

Drawing on her considerable experience working in both private practice and the Japanese government, Noriko advises clients from around the world on navigating the intricacies of the Japanese regulatory environment and the impact on business and international transactions. Noriko has negotiated, interpreted and implemented numerous international economic partnership agreements, treaties and other international commitments across Japan, the United States, Europe and Asia-Pacific.

Representative experience

Represented a global tech company in lobbying efforts with regulatory authorities in Japan, such as the Digital Agency, MIC, Ministry of Justice, and Ministry of Economy, Trade and Industry (METI).

Advised a U.S. tech company on entry into the Japanese market and negotiate with the MIC and other regulatory authorities for necessary licenses.

Participated in cross-border negotiations of the Japan-UK Comprehensive Economic Partnership Agreement and the Agreement between Japan and the United States of America concerning Digital Trade.*

Assisted in the operational aspects of the overhaul of the Japan Foreign Exchange Act.*

Negotiated, interpreted and implemented numerous treaties and other international commitments at MOFA.*

Led Japanese government policy-making committees and guided discussions between committee members on various domestic and international policies.*
