Prior to joining Hogan Lovells, Lucas worked at international and top-tier Brazilian law firms, frequently serving as local counsel to global firms. He has successfully advised clients across a wide range of industries in matters including insider trading, cross-border cartel and FCPA investigations, intellectual property litigation, compliance support for military contractors operating in Brazil, and sanctions advisory related to the Russia-Ukraine conflict.
In addition to his legal experience, Lucas served as a government affairs and policy advisor to a London-based consulting firm active in the technology and telecommunications sectors. In that role, he supported teams across APAC, Canada, Europe, Latin America, South Africa, and the United States on competition, regulatory, and public policy matters affecting key clients. Among other responsibilities, Lucas prepared papers and reports on global competition law and policy developments, including enforcement actions (antitrust investigations and merger control), legislative proposals, market entry strategies, proposed M&A activity, settlements with regulators, and the positions of key stakeholders (academics, competitors, government officials, political candidates, trade associations, and regulators) on topics of interest to clients. He also supported the organization of high-profile events with policymakers and conducted interviews with leading scholars, including Prof. Christopher S. Yoo (Penn Carey Law, University of Pennsylvania).
Lucas' academic work has been published by Oxford University Press and the Max Planck Institute for Innovation and Competition.
