After years of a rapidly growing sports betting market, the German federal states have decided last year to overcome the existing legal uncertainty by creating a regulated open market with effect from 2020.

But crucial regulatory details, such as the allowed betting line-up or the rules for the retail business, still need to be clarified. Simultaneously, new requirements were discussed in context of the almost completed negotiations for a post-2021 State Treaty on Gambling.
