As an associate in our Public Law and Policy practice, Elina advises on the synergy between business and government.  Elina assists clients that operate in a range of heavily regulated industry sectors in the UK and EU on their engagement with government and regulators in the face of new laws, regulations and policy that affect them.  Her practice focuses on administrative and public law, commercial judicial review, EU law, commercial human rights, information rights and public and parliamentary affairs.  

While Elina has particular experience of litigation, she advises on both contentious and advisory matters and recognises that a challenge through the courts is often an expensive and time-consuming remedy of last resort. She works pragmatically and strategically with her clients to achieve their objectives, including through constructive and timely dialogue with government and regulators.  

After qualification, Elina gained experience of litigating in the financial services sector during a six month secondment to Standard Chartered Bank.

Representative experience

Acting for Uber in successful challenges to extensive changes to private hire regulation introduced by Transport for London, including obtaining urgent interim relief.

Acting for a number of North Sea oil drilling contractors in an EU law-based judicial review challenge primary tax legislation.

Advising a number of complex organizations on their amenability to judicial review.

Advising The Crown Estate on its statutory functions and powers in relation to the commercial management of Crown land.

Advising on the application of the Freedom of Information Act and Environmental Information Regulations, particularly to commercial bodies and information.

Advising a number of regulated businesses on possible public consultation obligations relating to policy changes.

Preparing clients' witnesses for appearances before Select Committees, including advising on Committee powers and confidentiality of proceedings.

Advising on the power of the Work and Pensions Committee to compel the attendance of foreign nationals to give evidence in connection with the BHS investigation.

Advising numerous clients on the application of the Lobbying Act 2014 and the Parliamentary Code of Conduct.
