David Scott is a nationally recognized counselor who works closely with state and local governments and authorities to structure and finance complex infrastructure projects throughout the country. Those projects include airports, toll highways, sports facilities, multi-modal transit improvements, as well as the redevelopment of government-owned properties to promote residential, commercial, and industrial uses.

With more than 35 years of finance experience, David also brings a wealth of knowledge to public colleges and universities in the planning and execution of their capital programs. David's long-standing familiarity with the intricacies of financing public sports facilities on a tax-exempt basis provides a particular proficiency when advising clients in the development of the multi-faceted sources of funding required to bring those projects to a successful conclusion.

An avid lecturer and counselor, David is a frequent faculty member of national seminars on project financings and regularly contributes to updates we provide to clients in his areas of practice.

Served as bond counsel for major project financing including Denver International Airport, Miami International Airport, and Coors Field.

Served as lead finance counsel for the redevelopment of the historic Denver Union Station as a multi-modal transportation hub.

Served as bond counsel for the redevelopment of the former Stapleton International Airport and the former Lowry Air Force Base.
